  1. 3.  Working with a Continuous Improvement Performance      Management System (CIPMS)

    The Ontario Ministry of Training, Colleges and Universities (MTCU) introduced the concept of CIPMS to Ontario's LBS adult delivery agencies when it implemented a computer-based Information Management System (IMS) in 2001. CIPMS is a critical component of the Employment Ontario Training and Employment System. It is part of an overarching strategy designed to create a cohesive set of policies and improved processes throughout the Employment Ontario system so that programs can better work together to address client needs. Program managers and administrators as well as experienced practitioners need to be able to understand how reporting and outcomes fit within CIPMS.     1. Knowledge and Understanding

      To be effective in working with CIPMS, practitioners must have/be able to demonstrate knowledge and understanding of the following:
      • Program management
      • Outcomes-based program evaluation
      • Logic models (a basic knowledge)
      • Agency assessment tools and guide
      • Data collection and analysis
      • Strategic planning
    2. Skills in Action

      To be effective in working with CIPMS, practitioners must be able to:
      • Think strategically
      • Set measurable, manageable and achievable goals and targets
      • Determine a plan of action to achieve set goals and targets
      • Adapt to change
      • Monitor program progress
      • Maintain accurate records
      • Collect, interpret and analyze data to inform strategies and activities
      • Communicate effectively
